"Overdrive" step-up authorization config. Read-only / navigation tools: Tier 1 (autonomous, no prompt). Data/API/comms tools: Tier 2 (execute, async review — no prompt). Financial/system/credential tools: Tier 3 (still requires HITL).

Used as the default for the balanced security tier, replacing the old DEFAULT config which put everything at Tier 3.
